What are Penalty Points?

Penalty points will be attributed for offences that are behavioural based, such as dissent, violent conduct or threatening behaviour.


When a threshold of accumulated penalty points is reached, bespoke support will be provided to the club, and they will be asked to evidence steps that are being taken to tackle their poor behaviour.


Ultimately, ongoing accumulation of penalty points can lead to removal of England Football Accreditation or even the removal of a team from a competition.


Points are awarded as follows:

Penalty Point Accumulation Thresholds


25 PointsWarning letter issued to club from County FA
50 Points

Breach of FA Rule E1.2 charge raised

Standard £75 fine to be charged to relevant team’s club

Meeting between County FA and Club to discuss an action plan

75 Points

Revisit action plan

Offer of a Behaviour Awareness session for the team


100 Penalty Points: 

Clubs charged and found proven for a breach of FA Rule E1.2 (100 pp threshold), could receive a sanctioned outcome that includes any and/or all the following:


  • A fine is imposed on the club
  • Imposition of an action plan
  • Suspension or cancellation of relevant Club’s affiliation
  • Suspension or cancellation of a relevant Club’s accreditation
  • Subsequent charge brought against the Club, if same team accumulates a specific number of additional penalty points
