League Committee Elections

League Management Committee appointments run for one season only. At every Annual General Meeting (“AGM”), the Committee must therefore stand for re-election, and additional candidates can apply to join the Committee.

 

Returning Officers: 

Existing Management Committee members can stand for re-election without nomination. To do so, they must confirm their intention to return in writing to the League Secretary by the deadline set by the League under SCOR/Y 5.B.


New Candidates: 

Any new individuals wishing to stand for election to the Management Committee must be nominated in writing to the League Secretary by the deadline set by the League under SCOR/Y 5.B. This nomination must be signed by two Club Secretaries. 

 

Election Process – Uncontested Elections


Where a returning officer is nominated for re-election unopposed – or a new vacancy has only one applicant – Clubs should still be asked to confirm the appointments at the AGM in accordance with SCOR/Y 8.F via a show of hands, a count of email or virtual responses, or (if demanded by at least 50% of voting delegates) by a formal ballot. Where there are no contested positions, the election of officers can be approved in one motion.


Election Process – Contested Elections


Where there are two or more valid nominations for a role, a formal election must be held. The format of the election is for each League to determine; however, you may wish to consider one or more of the following – 


  • Nominating an independent Election Officer to coordinate the election. The County FA can provide support and/or fulfil this function if desired.
  • Candidates can be invited to provide written submissions supporting their application. These should be circulated to all members at the same time as the AGM Agenda.
  • Candidates can be invited to make a statement supporting their application at the AGM.
  • Members can be given the opportunity to ask questions to Candidates at the AGM.


It is important to ensure there is consistency, transparency and fairness. Leagues should ensure the same process is adopted for all contested elections (unless there is valid reason to update them), that all members and candidates are aware of the process and that all candidates receive equal opportunity to present their application (including identical guidance and support around how to present/submit their application and being given the same duration for any written or oral submissions). 


Existing Management Committee members are entitled to vote at the AGM but are strongly advised to remain neutral and avoid showing support for any candidate throughout the election process prior to casting a ballot. This is to avoid any perception of providing preferential treatment for any candidate, and to ensure a strong working relationship with either candidate should they be successful.
